- Cheltenham Saracens - relegated to Division One West
- Holyport - relegated to Division One East
- Newbury - resigned
- Reading Town - relegated to Division One East
- Shrivenham - relegated to Division One West
The following 5 clubs joined the Premier Division before the season -
- Brackley Town Saints - promoted from Division One East
- Longlevens - promoted from Division One West
- Lydney Town - promoted from Division One West
- Tuffley Rovers - promoted from Division One West
- Wokingham & Emmbrook - promoted from Division One East
In addition, Wootton Bassett Town changed name to Royal Wootton Bassett Town.
Three clubs have applied for promotion to Step 4: Flackwell Heath, Kidlington and Thatcham Town.[2]
