The member states of the International Atomic Energy Agency (IAEA) are those states which have joined the international organization that seeks to promote the peaceful use of nuclear energy, and to inhibit its use for any military purpose, including nuclear weapons. The IAEA was established as an autonomous organization on 29 July 1957. Though established independently of the United Nations through its own international treaty, the IAEA Statute,[1] the IAEA reports to both the UN General Assembly and Security Council. During 1956, an IAEA Statute Conference was held to draft the founding documents for the IAEA, and the IAEA Statute was completed at a conference in 1957.

The process of joining the IAEA is fairly simple.[2] Normally, a State would notify the Director General of its desire to join, and the Director would submit the application to the Board for consideration. If the Board recommends approval, and the General Conference approves the application for membership, the State must then submit its instrument of acceptance of the IAEA Statute to the United States, which functions as the depositary Government for the IAEA Statute. The State is considered a member when its acceptance letter is deposited. The United States then informs the IAEA, which notifies other IAEA Member States. Signature and ratification of the Nuclear Non-Proliferation Treaty (NPT) are not preconditions for membership in the IAEA.

Non-member states

States which have withdrawn from membership

Four states have withdrawn from the IAEA. North Korea became a member in 1974,[12][13][3] but withdrew in 1994 after the Board of Governors found it in non-compliance with its safeguards agreement and suspended most technical cooperation.[14] Nicaragua became a member in 1957, withdrew its membership in 1970, and rejoined in 1977,[10][11] Honduras joined in 1957, withdrew in 1967, and rejoined in 2003,[9] while Cambodia joined in 1958, withdrew in 2003, and rejoined in 2009.[5][6][7]

In addition, the Republic of China (Taiwan), which is currently only recognized by 21 UN member states, joined the IAEA on 10 September 1957.[15] However, the United Nations General Assembly vote to transfer China's seat to the People's Republic of China (PRC) in 1971, after which China ceased to be a member of the IAEA[16] until the PRC joined in 1984.
