Independent Authority for Fiscal Responsibility (Spain)

The Independent Authority of Spanish Fiscal Responsibility (AIReF) is an independent entity of fiscal control created in 2013 by the Spanish Government as an initiative of the European Union with a constitutional mandate. Its aim is to guarantee the principle of budgetary stability, as well as the country's financial sustainability.[1]

On 14 November 2013, the Government of Spain, published the Organic Law 6/2013, that created the Independent Authority of Spanish Fiscal Responsibility (AIReF).

History

Around the middle of the 20th century, the low countries created the first independent financial control in 1947, followed by Denmark, Germany, US, Belgium, Austria, Korea, Sweden and Canada.[2]

The AIReF was set up with the nomination of José Luis Escrivá as President of the AIReF in February 2014, after the acceptance by the Commission of Inland revenue and Public Administrations of the Congress of the proposal of the Government. In March 2014 the Organic Statute was approved and in the second quarter the rest of the Managerial Committee was created, composed by the president and the directors of the three divisions that integrate the AIReF, with the assistance of the Director of the Cabinet of the President of the Spanish Government. The Managerial Committee gathered for the first time in June 2014, moment that can consider like the start of the institution's activities. All the records of the Committee are published.[3]

In July 2014, the Plan of Performances for 2014 and the beginnings of 2015 the Strategic Plan 2015–2020 were approved.[4]

On 18 April 2016 it issued a communiqué reporting the fault of data to elaborate annual report on forecasts macroeconómicas.[5]

Structure

The structure and activities of the AIReF are features of the Organic Statute of the Independent Authority of Fiscal Responsibility, collected in the Royal decree 215/2014, of 28 March. They comprise the presidency, division of Budgetary Analysis, division of Economic Analysis and Institutional Juridical division.[7]

Council advisor

The president can be advised by professionals in the field and can assist the Managerial Committees.[8]

Network IFI'S

The AIReF integrates with IFI's in other European countries and serve on a Committee for European Subjects constitute a platform that help to improve IFI functioning.[9]
