Evelio "Bing" Leonardia (born 10 July 1952 in Bacolod, Philippines) is a Filipino politician currently serving as Mayor of Bacolod and the chairman of the Nationalist People's Coalition in the city. He served as the Representative of the Lone District of Bacolod from June 30, 2013 to 2016 for one term,[1] regaining the mayoralty post from rival Monico Puentevella.[2]
Previous experience
Bing Leonardia served as the officer-in-charge of Philippine Commercial International Bank in Bacolod City from 1973 to 1978. After his five-year stint in the private sector, he entered government service as the Provincial Field Coordinator Negros Occidental from 1978 to 1986, before briefly returning to the private sector as General Manager of Prawntech, Inc.[3]
Political life
After the EDSA People Power Revolution, Bing Leonardia was first elected to the Bacolod City Council in 1988,[4] gaining the most number of votes. He served as a director of the Negros Occidental chapters of the National Movement of Young Legislators and president of Philippine Councilors League, before elected as Vice Mayor of Bacolod. He was also elected as the Senior Executive Vice President of the Vice Mayors League of the Philippines.
His stint as Vice Mayor garnered him enough support to be elected as Mayor of Bacolod in 1995. It was in his first term as mayor that he garnered the post of vice president of the League of Cities of the Philippines. However, Oscar "Oca" Verdeflor defeated him squarely in the 1998 polls. Mayor Verdeflor was later on replaced by then Vice Mayor Joy Valdez, who also defeated Leonardia in the 2001 polls.
Leonardia returned to the City in 2004, narrowly defeating then incumbent Mayor Valdez. It was in his second term that he was elected Deputy Secretary General for Visayas, National Vice Chairman and National Executive Vice President of the League of Cities of the Philippines, in each of his renewed mandate from 2004 to 2013.
He was elected as the Representative of the Lone District of Bacolod in June 30, 2013, overwhelmingly defeating businessman and then incumbent Rep. Tony Golez.
